From an analytical retrospective of the conflict in Mali and the entire Sahel region, this book deciphers the history of French military intervention in this African region. The author also draws attention to a now serious humanitarian and security crisis in the Sahel, largely overshadowed by the invasion of Ukraine and the atrocities that are occurring with that war. This webinar is hosted in partnership with the Norman Paterson School of International Affairs.

Journalist-Writer, Dr. Seidik ABBA has been the central editor of the Pan-African weekly Jeune-Afrique and Head of the Paris Bureau of the Pan-African News Agency (PANAPRESS). A columnist and reporter for Le Monde Afrique, he regularly comments on African news on several international media, including TV5 Monde, France 24, BBC, and The Voice of America. Seidik also works on peace and security issues in the Sahel and in the Lake Chad basin. He is the author of recent books such as: ”Journeys to the Heart of Boko Haram”, ”Investigation on Jihad in Sub-Saharan Africa” and, ”To understand Boko Haram”. Mr. ABBA holds a PhD in Information and Communication Sciences (ICS) from the University of Valenciennes, France. | |
This session will be moderated by Mrs. Louise Ouimet, former Ambassador of Canada to Mali and Burkina Faso.
Louise Ouimet devoted her entire career to international development. She joined the Canadian International Development Agency (CIDA) in 1973 while still being a student. She was posted in West Africa for to years, six (6) as Ambassador and Head of Cooperation in Burkina Faso (1995-97), and Mali (2001-05). In 2000-01, she was a Senior Advisor to the Canadian Prime Minister for Africa and international cooperation. Between 2009 and 2022, she specialized in governance of public institutions throughout several consultancies in several Africa countries as well as Pakistan. Louise was the President of the Africa Study Group between 2013 and 2016, and remained on its Secretariat until 2019. She is currently a member of the board of Oxfam-Quebec, and Impact. She holds a Master’s degree in Public Administration from the Public Administration School in Quebec, Canada (ENAP) and is a certified Mediator (Third Party Neutral) from the Canadian Institute of Conflict Resolution.

Chroniqueur et reporter pour Le Monde Afrique, il commente régulièrement l’actualité africaine sur plusieurs médias internationaux, dont TV5 Monde, France 24, la BBC et The Voice of America. Seidik travaille également sur les questions de paix et de sécurité au Sahel et dans le bassin du lac Tchad. Il est l’auteur d’ouvrages récents tels que : ”Voyages au cœur de Boko Haram”, ”Enquête sur le djihad en Afrique subsaharienne” et, ”Pour comprendre Boko Haram”. Cette session sera conduite par Madame Louise Ouimet, ex Ambassadrice du Canada au Mali et au Burkina Faso.
Louise Ouimet a consacré toute sa carrière au développement international. Elle s’est jointe à l’Agence canadienne de développement international (ACDI) en 1973 alors qu’elle était encore étudiante. Elle a été en poste en Afrique de l’Ouest pour un total de 10 ans, dont six (6) à titre d’Ambassadeure et Cheffe de coopération au Burkina Faso (1995-97) et au Mali (2001-05). Elle a également été Conseillère du Premier Ministre du Canada pour l’Afrique et la coopération internationale (2000-01). De 2009 à 2022 Louise s’est spécialisée en matière de gouvernance des institutions publiques à travers divers mandats de consultation dans plusieurs pays africains, ainsi qu’au Pakistan. Louise a été Présidente du Groupe de réflexion sur l’Afrique de 2013 à 2016 et est restée membre de son Secrétariat jusqu’en 2019. Elle est présentement membre des Conseils d’Administration d’Oxfam-Québec et d’Impact. Elle détient une maîtrise en administration publique de l’École nationale d’administration publique (ENAP) du Québec (2002) et est certifiée médiatrice (Tierce Partie Neutre) de l’Institut canadien de résolution des conflits.
