Bio of Paul Hitschfeld:
Paul Hitschfeld is currently the Chair of TFO Canada (Trade Facilitation Office). Until June 2013 he was the Chair of the Africa Study Group. Previously he was with the Department of Foreign Affairs, Trade and Development in various positions. He also had three postings in Africa over seven years, in the Democratic Republic of Congo, Tanzania and Ethiopia.

2) The Promises and Limits of Federalism for Nation Building in Africa
Bio of Shawn Houlihan:
Shawn Houlihan is Senior Director at the Forum of Federations where he oversees programs throughout Africa, notably in Ethiopia, Sudan, South Sudan, Kenya and Nigeria. Mr. Houlihan spent five years in Ethiopia over 1993-1998, first as CIDA’s Governance Advisor before joining the Ethiopia Prime Minister Meles Zenawi’s Office as Head of its Civil Service Reform Unit. During 1999-2002 he was CIDA’s advisor for support to the Sudan peace process and worked extensively on preparation of Sudan’s Comprehensive Peace Agreement (CPA) and UNDP governance programs in Southern Sudan in 2004-05.
In addition, Mr. Houlihan had a successful academic and consultancy career. In 2012 he was named a member of the Leadership Council at McGill University’s Institute for Studies in International Development and was recently made an associate of the Centre for Creative Leadership (www.ccl.org)

Bio de Shawn Houlihan:
Shawn Houlihan est Directeur sénior au Forum des Fédérations, supervisant les programmes en Afrique, principalement en Éthiopie, Soudan, Sud Soudan, Kenya et Nigéria. M. Houlihan a travaillé en Éthiopie de 1993 à 1998, d’abord en tant que Conseiller en Gouvernance pour l’ACDI, puis en tant que Chef de l’Unité de Réforme de la Fonction publique, relevant du Bureau du Premier Ministre Meles Zenawi. De 1999 à 2002, il a été conseiller à l’ACDI pour appuyer le processus de paix au Soudan et a travaillé considérablement à la préparation de l’Accord global de Paix du Soudan et les programmes de gouvernance du PNUD au Sud du Soudan en 2004-05.
De plus, M. Houlihan a eu une brillante carrière académique et en consultance. En 2012, il a été nommé membre du “Leadership Council” à l’Institut pout Études en Développement International de l’Université McGill et est récemment devenu associé au “Centre for Creative Leadership” (www.ccl.org)

Présentation de Yolanda Banks, Conseillère principale, Affaires générales, FinDev Canada
The speaker will be Daniel Dumas, who was Head of the Economic & Legal Section at the Commonwealth Secretariat, has worked with the IMF and was the first Executive Director of the Canadian International Resources and Development Institute at UBC. He has worked in 19 African countries as well as in Eastern Europe, Asia and Latin America and the Caribbean. The presentation will be bilingual.
