Evaluating Canada’s International Assistance Policy

Canada’s Official Development Assistance (ODA) is near an all-time low, having fallen to just 0.26 percent of gross national income (GNI), well below the UN’s ODA/GNI target of 0.7. Last year, the Canadian government announced its new “Feminist International Assistance Policy”, yet questions remain about the financing and implementation of this bold new vision, which comes with no new funding.

What are and what should be Canada’s goals for international assistance? Are we spending the right amount and in the right way? Where is there potential for further innovation in financing and program delivery? How does Canadian public opinion on foreign aid compare to that of other countries?

Panel:

Bruce Montador (moderator):

Bruce Montador is the current Chair of the Africa Study Group. His previous positions include Executive Director representing Canada at the African Development Bank and Vice-President for Multilateral Programs at the former Canadian International Development Agency (CIDA).

Louise Ouimet:

Louise Ouimet has over 40 years of experience in international development and cooperation, having served as Canadian Ambassador to Burkina Faso and Mali and Senior Advisor to the Prime Minister on Development and Africa. She is currently a consultant.

Nipa Banerjee:

Nipa Banerjee is a Senior Fellow at the University of Ottawa’s School of International Development and Global Studies. She served for 33 years at CIDA and was head of the Canadian government’s aid program in Afghanistan from 2003 to 2006.

Gavin Charles:

Gavin Charles is a Policy Officer at the Canadian Council for International Co-operation (CCIC), where he helps design and implement capacity-building policy initiatives for the international development and humanitarian sector in Canada.
